Any time you are spending time looking at other naked or partially naked people other then the one you are with, is not a good thing. Its STILL lusting after another - and therefore its a form of adultery.

I am thinking it might be that:
1) form-fitting or body-tight clothing accentuates every curve and nook of the human body. Essentially it is like admiring a nude body without the nakedness, and this presents mysteriousness and intrigue that may generate an interesting signal in the brain.
2) materials such as PVC, vinyl, latex, and polished leather, have exceptional smoothness on their surface. This provides both a visual (as light is reflected off in certain ways off a smooth surface, even more so when it is in movement) and tactile (as smooth surface tends to have an extremely fine texture to it) sensations to their aficionados.
